Valley single handle leaks

i have a valley singlehandle tub and shower control valve i believe the valve part is 4268 the stem broke and i replaced the broken stem but now when i turn the water back on the water keeps running and i cannot turn the water off using the handle any help?

Most Valleys had seats and springs, similar to Delta, under the cartridge. Did you replace them? Did they fall out and get lost while you were working on it?

Or did you replace the seat and spring with the white plastic insert up against the rubber seat, instead of down into the faucet. There should be no way it could continue running, except for maybe a drip or small stream, if the seats, springs, and control unit are all installed properly.
