Can a expansion tank stop a trap primer from working properly?

Possibly, since a lot of them depend on the sudden drop in pressure when you open a faucet or flush a toilet. An expansion tank will "balance out" the drop in pressure to minimize it. IT would not affect an "inline" valve that operates by flow through it.
