Toilet installation

I have a concrete floor with ceramic tile installed in a powder room and around the the toilet the ceramic tile isn't leveled. besides ripping up the the tile is there a way i can install a toilet over the tile. i have tried double wax rings with no success. can i shimy the low spots around the toilet?

You can shim the bowl to keep it from rocking.
I prefer to set the bowl down without wax first, to see how I'm shimming it.
You may need two wax rings.
My favorite shims are the composite shims from Lowes Hardware.
I shim at the back, making sure the front of the bowl is touching the floor.
The last thing I do, is use a clear PolySeamSeal around the front of the bowl.

I would recommend installing a flange spacer ring then a single wax ring. The flange should be on top of the finished floor and actually be about 1/4" higher than the floor. Shim the toilet as Terry stated above, caulk around the base and you should be fine!

One more thing... The flange should be securely fastened to the floor.
