Thermostatic valve shutoff

Can someone tell me how this type of valve is shut off so I can pull the cartridge. There seems to be a set screw on the side but cannot access it. I can't find any info on this.

i don't know the valve. either the hex nuts rotate clockwise to shut off, or quarter turn (unlikely), or they are cover-nuts and there are screwdriver stops. OR they might only be covers for internal check valves.
Best off shutting down the main to start. Of course you need a socket set too.
