shower with header tank

Can somebody help me. My parents have a pumper shower with a header tank in the loft. When it was installed we were told it was for feeding the hotwater tank only when the shower was used. The tank now seems to be filling up from the hot water tank and leaking outside through the over flow.
I have no idea how this system works and how its filling up.
It seems to be a gravity fed system and gas warm air heating so no radiators.

There could be several causes for the problem, ranging from a leaking float fill valve to improper piping. The British water systems are unique and really need a local onsite plumber to diagnose and service the system.
