I'm replacing a built in jacuzzi tub with a freestanding tub and converting from left drain to center drain. The ideal location for the tub, positions the center drain directly above a joist support beam. The joists are 2x8's so I've got around 7.5" from subfloor to beam. Could I connect the tub drain tail piece into a 90 to turn horizontal just above the beam, extend out horizontally approx. 2' - 2.5' then drop down to a p trap and then out to connect into an existing wye?

I can't find anything in the IPC that prohibits offsetting your standpipe.

On some freestanding tubs, you can offset quite a bit directly under the tub above the floor. They often have large dead space.

Yes you can do that. The issue would be finding/using the proper fittings to do it. If there's no access after installing them you need glued connections. If there is access you can use slip joint.
