Re-piping th in Los Angeles/permits

I live in a townhouse complex w over 1400 homes. I personally share the water supply with 14 neighbors. I have my own water turn off though-if that matters. The complex is 47 years old and the original copper pipes are having leaks right and left. The complex used to pay for epoxy lining and some people on my water supply did get this. The HOA now tells us we are responsible for all the plumping from the street to the house. I have researched Epoxy lining and would prefer a full re-pipe instead. I have received many estimates from people eager to do the re-pipe but in all the paperwork it said I was responsible for the permit costs and the plumbers did not divulge them.

I met with a gentleman that is supposedly the Godfather of re-piping in Southern California. He refused the job due to complexity of the permitting process. He said permitting this type of job with the shared meter is too hard and crazy expensive w "calculations" being required and something about the size of the main pipes. He did not charge me anything for this and took a long time looking at all the pipes in the crawl spaces and their paths. He called a city permit guy and let me listen in too. He seemed like he really wanted to help and referred me to a competitor that did him wrong in efforts to "punish" him. This of course really made me believe him.

Now I feel stuck. I desperately need new pipes but don't want to be taken for a high price ride for permits and I do want it permitted. Are there any creative options for me and those in my complex. For example, if someone else had a re-pipe and did calculations could I use their findings?
