I'm capping a 4" PVC 2729 pipe, the cap has 3 marks, Sty 2852, PVC 3034, and ABS 2751. What would be the best cement for that?

The same die is used for either material. They do not, nor can they, make fittings out of BOTH materials (at the same time). You use the cement specified for YOUR material, namely PVC primer and cement.

Why not use a 4" no hub cap such as Mission so in the future it can be easily removed or it can be used a a clean out
