proper sealing of tub drain - thin rubber

Hi,

I took apart this drain (on a Bain Ultra air tub) to clean some hairs.
When I put it back, it leaked under the tub because water got underneath the thin black rubber seal.
It could very well be because I didn't tighten the drain down well enough to squeeze the rubber against the tub surface.

But let me ask what's the right way to do this?
Notice the very thin material (not sure if it was silicone) that was previously there that came out.
I know there's the putty vs silicone debate for drains, but assume putty can't be used here under such thin rubber.
Should I be using silicone? I noticed the label on "Advanced Silicone 2® Kitchen & Bath Sealant" does not say it is compatible with rubber.
