Pressure tank in well cassing

Several years ago I had a well drilled amd well guy put pressure tank in casting
I have never seen this before
I am constantly questioning high electric bill amd deal with freeze problem at well. Help. Why was this done and could this be why my electric bill bounced. What can be done to stop the freezing?

I actually have the patent on the In Well pressure tank, but have nothing to do with them anymore. One of the benefits of the in well tank is that it should not freeze. When using a pitless adapter all pipes, tank, and everything should be below the frost level. If you have a regular well seal instead of a pitless the in well tank was kind of a waste. Any pipes above the frost level will freeze.

The in well tank should not cause a high electric bill either. That usually means a hole in the pipe or an incorrect setting keeping the pump from shutting off when it should.
