During a heavy rainstorm, the pipe that holds the well pump wires and goes into the basement had a leak like someone turned on a faucet. What could be going on? Is it surface water or water from the well overflowing? We have had a lot of rain the past few months here in Virginia. Could it be the water table is that high and the well is overflowing? Our well is 65 feet deep and the top of the casing is under a roof. ( the deck is built around the well casing with a roof over the deck) Thanks in advance!

I commonly see UF cable fed through a short piece of conduit at the well head, and then another short piece of conduit is used where it passes through the wall. If it is UF cable, there is nothing wrong with doing this.
Ground water will take the path of least resistance, so if the conduit is open-ended underground, groundwater can flow into the pipe. Packing the end of the pipe with electrical sealing putty is usually enough to stop any bulk flow through the conduit.
