New kinetico softener not making soft water

I had a new kinetico system installed last year and it wasnt making soft water. The installer adjusted the discs settings and decided he didnt install a large enough system, so he upgraded it. Now he has the new one set at the max softeness, and he said when he tests the water, it is not hard... however, it doesnt feel soft/slippery and we get hard water spots on glassware. Any ideas? he keeps telling me that the system is working and the water is not hard. But our old/cheap water softener produced nice soft water and this kinetico one does not. help, please!
