naive question: Septic tank and sump pump

I bought a 30 years old house.

After we move in, we start to feel a very light noise/shaking, like a engine running undergrond. The noice come out every 40 seconds, and last for about 10 seconds. we know that the noise come out from the back of the house, underground, close to our septic tank. During night the noice is noticable in the house, it will bother our sleep in quiet nights.

In our electric panel there is breaker labled as "sump pump".

I know we have a septic tank, but I don't know whether we have a sump pump. From the description about, is it a sump pump?

Is it normal for it to turn on every 40 seconds?
is the pump used to pump water from the septic tank? or just to pump water collected around the house? or both?
