Low flow after hose bib seals replaced

I had 2 leaky Woodford hose bibs that a plumber replaced the seals on 2 years ago un our remodel. The water pressure is fine, but the flow rate is much slower. It fills up a 2 gallon water can in about 50 seconds whereas my other hose bib they didn't touch does the same in about half that time. The handle also only turns about a half turn from off to full. Before the seals were replaced the handle did at least a full turn. How do I get my flow rate back? I am running into issues only being able to feed 1 lawn sprinkler instead of 2-3 before the repair.

just a guess but some of the washers in particular beveled washers are extra thick and perhaps it wont allow as much flow or something needs flushed clear pull guts out and reopen water let it blast . look at washers and re try or change back to a flat washer
