How to remove faucet sleeve to take out stem

I'm trying to remove an old faucet sleeve to access the stem but I can't seem to remove the stem. Is it possible that the sleeves aren't meant to be unscrewed and you remove the stem by loosening the brass piece in front of the sleeve instead. I haven't found any examples online of fittings with a brass piece in front of the sleeve like that. Any ideas/help would be appreciated.
