How to Fix Backwards Facing Shutoffs under Kitchen Sink

I need to repair/replace the shutoffs under my kitchen sink. They are starting to fail with sediment built up. They are very difficult to turn and face the back of the cabinet. The hammer arrestors often get bumped when people get things in and out of the cabinet. They are not well supported.

I was considering removing part of the bottom of the cabinet and putting in an elbow to run them to the back behind the drains and then back up again. I would make an access panel so you could inspect the lines should the need arise

The sink is on a peninsula that was added as part of a renovation. The peninsula sits directly over the original foundation of the house (1899 masonry home). In the basement, I can see the lines come up just adjacent to the foundation wall. Looks like they just put them straight up into the cabinet from the basement.

Any ideas appreciated.

If I cannot move them under the cabinet, what type of support can I use to better support them.
