Fleck 5600 - Brine Draw Issue

Hi Everyone,
I have an issue with my Fleck 5600 where the brine draw cycle does not draw anything at all when assembled normally. I have checked the washer on the head to confirm that it is facing the correct direction, inspected injectors, replaced piston, replaced seals/spacer, and replaced brine valve/o-ring. I also inspected the float assembly and cleared the brine tank to ensure that there are no salt blockages. I can blow/suck through the brine line; however, suction does not work when connected to the float assembly. The air check valve ball is not stuck, moves freely, and allows for air to be blown through when removed from the brine tank. It seems that the float assembly could be the issue as it doesn't seem to allow suction when brine line is connected. It seems like the ball may be causing the issue, but it moves freely. Is the ball supposed to float when in salt solution? When the assembly is upside down, the assembly allows suction.
