Electrical Panel in lavatory

Can an electrical panel be located in a lavatory? I know a bathroom is not allowed.

Seems like it's OK to locate the panel in a space with just a toilet, and also OK to locate it in a space with just a sink; ergo sink + toilet should be OK too.

2017 NEC:

240.24(E) Not Located in Bathrooms. In dwelling units, dormitories, and guest rooms or guest suites, overcurrent devices, other than supplementary overcurrent protection, shall not be located in bathrooms.

Bathroom. An area including a basin with one or more of the following: a toilet, a urinal, a tub, a shower, a bidet, or similar plumbing fixtures.

Note the use of the word area; a door separating a toilet from a basin would still be a bathroom.
