Eccentric reducer to get slope

I am in WV using IPC. I am not facing an inspection but I try to adhere to code. I am remodeling and undoing lots of bad work. I have a 3" horizontal copper line that runs to a bathroom. The 3" run has no slope for the last twenty feet. It has always had problems. I am moving toilet so there will only be about 12' no slope. Then I am trying to adjust the pipe for proper slope. After passing the toilet I'll be picking up a 2" line from a washing machine. I am worried about running out of head space from the toilet to the washing machine line. Is it acceptable to use a 2" eccentric reducing adapter to connect to the 3" pipe so I can create a bit more headspace fore the last bit? By headspace I mean the 3" pipe will be hitting the bottom of the floor joists. The washer was running out into the yard. I think the wash water will help flush solids.
