Damper in bathroom fan housing stuck

The damper at the housing of my bathroom fan is stuck. Don’t want to break it, but not sure how hard to force it to swing loose again. Any suggestions?

Confused. Hot glue gun on the damper? Which part?

It's probably wedged on an odd way. Don't force anything, but I think just a little jostling will get it. Sometimes vibration can help. Like when you fix an electronic device by punching it, lol.

Could the pins that allow the flapper to swing be gunked up or something? I can push it a bit but it flexes not swings. It’s 19 years old.
