A CSV in the house is not noisy at all. As long as all of the water lines tee off from in the house, you could use a CSV1A before the pressure tank or any tees. But if you have water lines teed off between the well and the house, a CSV12550-1 would need to go in the well.

A 20-30 gallon tank will only hold about 5-8 gallons of water. The tank's only job is to limit the pump cycling, and if you have a CSV to do that for you, you don't need a very large tank. However, that size tank will work great and the price sounds very fair for installing all of that with a CSV12550-1 in the well or a CSV1A in the house.
