I am burying downspouts for a customer and it has been called into question as whether to use perforated tubing or solid tubing,

I have used perf tubing for years without any problems

Any opinions on this?

Sound to me like you are making French drains, and to my knowledge, they use perforated pipe. When I did this for my home several years ago, I trenched along side the house, put in some drain gravel, then the pipe and more gravel. Topped it off with soil. Works great.
