Banner Lav Faucet - I'm Stumped

Our new home has Banner 899-B lavatory faucets. The decorative cap and lever covering the valve are loose.

There is no visible screw or allen head. How do I get to it to tighten it?

Decorative caps usually come off to reveal a screw or something similar. I have never heard od this brand.
If this is a new construction home, call your builder to have the plumber repair this and ask for a copy of all the literature that came with your fixtures, faucets, and valves.
