AquaStar 125B from 1993 - Flame Stays on After Water is Shut

I have to say this little unit has provided me with excellent flawless hot water for over 2 decades, well until now.

I've been having issues with the unit staying on after the hot water is turned off, sometimes it works and sometimes I get a loud banging on the pipes because of the flame being on after shutdown. Basically it's an intermittent issue, but one I need to address promptly because of possible scalding issues, I'm a safety person so I would like to tackle this problem fast.

I've watched the unit, and tested it while someone was turning the hot water on and off. I'm thinking possibly a water valve governor?

Any input will be appreciated thanks in advance.
