Does anyone know what this is happening? there is plenty of air available to the burner, terminate is also clean. Low gas pressure?

Your help is appreciated.

Is this running off a natural gas or a propane system? Can you take a picture of the supply pipe? (Specially, is there a drip leg near the gas inlet?)

Don't see a air shutter on the burner the only adjustment would be gas pressure. Might want to pull the burner and blow it out. If your using lp burner set up is critical.

Post a picture of the gas supply, gas shut off valve and the flex connection - as phog mentioned.
You could have interruptions in gas supply.
Is the WH still under warranty?
