3” main stack / wet vent questions

Hello all I’m new to this forum and a new home builder.

I have a few questions about 2nd floor plumbing and the associated venting.

Home is on a private septic system / city water
4” sanitary line exiting the home
White County Tennessee plumbing codes refer to IRC

1. Can I reduce the 3” main stack / wet vent to a 2” line once it’s 42” above the 2nd floor? From my research a 2” vent can support 24 DFU’s
This home will have 3 toilets, 4 sinks, 1 bath tub and 1 shower for a total of 17 dfu’s

2. Does the 3” line need a clean out on the second floor? Can’t seem to get a clear answer on this topic.

3, Will this layout work? The bathroom that is by itself I’m planning on running a 2” vent line over to the main 3” vent to keep the front elevation aesthetics clean.

4. What type of tee should be used to plumb in the 2nd floor plumbing? The floor is 2x10’s .
