Old pipes and garbage in the line
In almost every manual or install guide it will recommend removing the cartridge and flushing the control valve. Most plumbers will do this (I hope - I know I remind my plumber every job to do this). It is very possible that some small piece of debris is restricting the water flow.
We have had this complaint in the past as well and it almost always stems from forgein matter in the valve. It's worth the investigation for the flow and for the hot water heat if you really want it hot crank up the hot water temp and move the anti scold fittings all the way left or right which ever way works for you.
