Water lines below drain line?

Can the hot and cold water lines be placed directly below the drain line? I’m putting in a floating vanity and the opening I’m working with is fairly small. The drain line is perfect where it’s at but I think my life will be made easier if I can move the water lines just below the drain, but wasn’t sure if that was up to code?

One thing to consider is if your faucet has built in supply lines that connect directly to the angle stops. I like to keep my stub outs fairly high so that I don't need to add any extension tubes to the factory supply lines.
