uneven flange slightly below floor

I'm about to install a Toto Promenade II. The flange on one side is right at the tiled floor level and on the other side it sits about 1/4" below the floor. Should I use double wax ring or some sort of riser?

A waxless seal, such as Saniseal, is easier for the less experienced person, because the toilet can be lifted after setting it down. If you want to add shims with wax, you should position the shims first before dropping the toilet, if inserting the shims would cause you to raise a portion of the toilet after compressing the wax.

A single Saniseal can handle a flange up to 3/8 below the floor level. Some have a piece you use or omit depending on how far down the flange is. I think they could all handle your 1/4 inch tilt. I also think a waxless seal is less likely to blow out due to aggressive plunging into a drain blockage.
