On the outside of the shower stall, the moulding is taking on mildew and feels somewhat moist to the touch. On the opposite side of this, is where you turn the water on and off. Any thoughts on where a possible leak could be coming from? The water on/off valve? The shower pan? ....?

Very common to have poorly executed waterproofing. Very rare that the water valves are the source of leak unless related to the seal at the wall where the escutcheons make contact.

Are RedGard waterproofing or Showerplug good products? I'm wondering if something like that may help. The shower has tile walls and floor.

red guard is a good product never heard of showerplug. but good product and proper useage are differant circumstances.
Nothing to say its not a plumbing issue we cant automatically point the finger . Tile work and waterproofing a shower has so much info and procedure to get a good job.
The way the curb is built and shower pan play a big part too. maybe try john bridge tile forum but ill let you know right now you cant just throw a question out and get a solution that easy you gotta look at everything carefully water also can "wick " and go up hill finding its way out. often its many things done wrong too not all are obvious did you personaly look at it being built ?

People taking showers bring water outside of the shower.

Maybe a good absorbent bathmat, that you remove after drying off, would pick up the water that the shower user leaves.
