Noisy HWS when turning on cold water taps

When I turn on either of the two cold water taps near the HWS there is a loud noise. If I turn off the cold water inlet valve to the HWS The noise disappears. The noise is also less if the valve is only partially opened. I'm wondering if the valve needs replacing? It's a non return isolating valve.
