Main Shutoff Valve with no packing nut

Hello Guys

My main stuff valve stared to leak. It's a gate vavle. I read through the forums and decided to tighten the packing nut. But to my surprise there's no packing nut! is is possible to repair it? if you have any info about what does it look like from inside? (mec drawings) I appreciate it.

In the left picture, you see the packing nut, just below the blue handle.
It looks like somebody tried to use tar to stop a leak.
If this water pipe is for potable water, don't you think that tar shouldn't be there?
I'd replace the shut off valve.

I still don't see packing nut. the nut you mention is what holds the valve together. I was expecting two nuts as in the picture below.
