I hear when my neighbor is using water in my wall

So I'm sitting in my townhome, slab. My neighbor is outside watering his plants and I can hear water running in my wall like if I were using it. It starts and stops everytime he squeezes the trigger on his nozzle. Have also noticed it when their washing etc. We have seperate meters but their both down in the same hole on the main. Separate shut offs. Any thoughts?

Is this in the common wall? There easily could be pipes for both townhouses running through the wall between units.

So what is the issue here? Why would anyone expect not to hear the water flow? I've lived in quite a few houses, and
in none of them was the use of the outdoor spigot soundless. If there's any question of which meter the
spigot is connected to, all one has to do is look at the meter while it's in use.
