Bathtub Overflow cover not fitting right...

I recently had a plumber have to snake my tub and toilet and when the overflow cover was put back on I noticed a gap at the top. I didn't think too much of it at first but then after showering noticed a bunch of water running into my basement from that area. I tried taking it off and putting it back on. I am not seeing any type of washer or casing that would keep the overflow cover UP more. I feel like I'm going crazy trying to get it to fit right. What am I missing???

The gasket is BEHIND the tub, and overflow plate just squeezes it between the overflow fitting and the tub wall. It appears to have slid downward somewhat so it does NOT cover the opening properly.
