basement half bath into existing main stack

Looking to add a small bathroom with toilet and sink to our older unfinished basement. It appears the easiest route will be through the "heel" of the main vertical stack where it turns horizontal.

intention right now is to remove current elbow at the base of the stack and insert a long sweep wye, reduce to a 3" line, run a 3" line ~ 16' total. The line will then support a 1.5" sink drain, a 2" vent for the toilet (that will tie into the sink vent and up through existing vents - not pictured) and ending with a 3" elbow and toilet flange. I intend to create slope of at least 1/4" per foot, but anywhere that may not be necessary will help with wiggle room as I connect to the main stack wye.

Does this appear to be correct under UPC regulations?
