Ash looking substance on burner assembly

No hot water. When we checked the pilot light was out. Noticed ash looking substance on top of water heater. When we took out the burner assembly it was also coated in this substance. The problem turned out to be a defective thermocouple. But we are also wondering what this substance could be and what caused it.
