Any idea what this is?

I'm going to go out on a limb and say it is a gas burner of some sort. Is there a smaller orifice inside the oblong opening inside the bell? The handles, tee in the middle and cap at the back end make it look like it's supposed to be a tiil, portable, like modern weed torches.

What makes the most sense to me is
"Piercing Tool for a shallow well". That or a heavy duty plunger!
As you push this into a hole or pipe the valve trips. So, it is for blasting water (maybe air) into something.

Thanks for the responses.

I asked a plumber friend and he said, looks like "Watts first T&P valve". Hahaha!

That "fin" looks like it is a handle that you squeeze to operate the valve, and if that is the case, it would probably get pretty hot if it were a flame thrower.
