unknown blue plastic thing in drain pipe

I got a sewer camera and was able to capture an image of a blue plastic thing that block a drain pipe from the basement heading out towards the street.

I thought this might be the cause of the drain backup from the street. I used an auger to try to remove the plastic item but all it did was made small rips. I am not certain anymore if i should remove this item. If someone know what it its please advise.
