I think it is a "class 2" transformer where the two terminals on top supplied 24 VAC. These are often used for doorbells, but they are used for other things too, such as heating system controls.

Their advantage is that the output wires can be run around with much less rules than 120 VAC power can be.

They are made to fail under some conditions, and they do fail. It may be drawing a little power all of the time today, even though right now yours is not being used. Or it may not be drawing any power.
