UGGHHHH! Toilet in now I can't find main shutoff

OK, Got the flange repair thing in, filled in broken concrete with new patch material, everything is in bolted down toilet level, etc. Wen't to hook up the water line to toilet, and the bango type metal pipe flare were the little rubber gasket meets the toilet, breaks. Now when I try to tighten the flare not to toilet connection, the flexible tube (pipe) pops right out the bottom of flare. Fine, it is original to the house (10) years! So I buy a new 12 inch line, and a new shut-off valve just in case. And sure enough I need the valve to, as the line is built into the valve. Now the problem is were is themain shut-off for the house. Went out to the street connection, and there is one valve in front of the meter. ( Arizona) the meter is out front near the sidewalk. There is only the valve for the side for the city. And I could not get it to budge. I dug two feet on my side of the connection, and could not find a shut-off for my side. There is no Visible water shut-off in the house. The only pipe i see coming out of any wall in the house is at the water heater. No panels etc.
Is there a set parameter as to how far from the water meter the shut-off should be!!!! :(

Most shut offs would be inside the meter box on your side of it, if not there, call your water company and ask if they will shut it off for you until you get new valve at toilet installed.

Where in AZ? If you are in the PHX area, the shut off is on the outside of the house somewhere in a line with the water meter, or on the side of the house, unless you are in some of the very old neighborhoods.

I'm In Avondale. The house was built in 1994. And there is nothing inside, or outside. I dug around the water meter, and there is no valve on my side of the meter. I don't want to dig the 25 feet along the line to see if it is there! I'll call the city and see if they can shut it off.
