What is causing this oxidation

There is some evidence of leakage (water staining) in the crawlspace of a rental I’m working in. The culprit, I think, is a stretch of three-quarter inch copper that is heavily oxidized (see photos). I’m guessing it might be from condensation although I don't know why that oxidation would form so heavily on just the one pipe- though there is some minor oxidation at the joints of several of the pipes... In the back of the crawlspace there is another spot where there is actual water on the plastic. My best guess is that it's coming from a small blue bell housing (though no visible drippage). I've never seen one and wonder what it is for? Thanks in advance for any light you can shed on this!
