I am thinking about installing a Toto wall hung toilet in my upstairs bathroom. It's very small, and this would give me some extra room. My concern is that the wall of this bathroom backs up against my garage attic. I know it's typically not a good idea to have water lines running through unconditioned space, so I don't know if this is a deal breaker. The existing line comes up through the floor and not the bottom plate, so I would need to reroute it. My other concern is the copper on the actual tank unit and the water in the plastic tank.

I was wondering if insulating the copper lines would help. I could also fur out the walls and add additional rockwool insulation. Would this be enough? I am in Southern New Jersey, so my winters aren't frigid, but it can get cold. I don't know how much of a freezing risk this would pose.

If done properly, yes. You want to create a continuous (unbroken, no gaps) thermal envelope, and put all the water lines and tank inside the thermal envelope, with no insulation between them and the conditioned space.
