Rheem Hot Water Tank - Lower Element Not Heating - Need Help

I need some help with my hot water tank. I've tried a few things to fix it, and I haven't been able to resolve it. It's a Rheem 47-gallon electric hot water tank, running 240 to it, with dual elements.

The tank is 6 years old and now has its first issue.

We usually have both thermostats set to max because we have a large family and use all the hot water. Lately the water has been hot as usual, except it started not lasting long at all, and then would run out in the course of a single shower. So far, I’ve tested both elements. Everything seems to test fine. The lower element was getting 240 but not heating.

I’ve replaced both thermostats and elements - the newly replaced lower element still gets 240 but will not heat. The water at the bottom is cold even after hours.


I don't know what to do. Ideas?
