Removal of drain plate - rusted screws.

I need advice on best way to remove these rusted screws and replace the drain plate.

Spray a small amount of wd-40 or some penetrating oil on the threads and let it set then do it again. use the proper size screw driver with a hard plastic handle and lightly tap on top of the handle with a hammer as you try to turn the screw. it's worked for me many times.
