Good Morning,

I am remodeling a second story bathroom and moving the double vanity away from the house's main stack. I was wondering if I can drain the vanity on a different line to the basement and tie into the existing laundry tub drain. I have attached a diagram for what I mean, the red line is what I am proposing.

Minnesota follows UPC and I think this would be termed a waste stack which I know they don't allow...I am just not sure how this would be done another way.

You're not using a vent to dump waste. According to your drawing, you're pulling a whole new branch. As long as you install a studor vent on at least one lavatory, you should be fine. The entire pipe will double as a wet vent.
