Need help on water pipe sizing

I will be working with a journeyman plumber on a house repipe with copper. 60psi, elevation at 5' and 140' in length

Fixtures:
2 toilets
2 lavs
2 showers
2 hose bibs
water heater
1 kitchen sink.

So it goes , Water meter>Hose bib>laundry>water heater>kitchen>bathroom 1>bathroom 2>hose bib.

The building supply is 1". can we go from the water supply which is 1" and reduce down to 3/4" to the fixtures and 1/2" for the branches or do we go from 1" pass the laundry up to the water heater, then go to 3/4" and branch 1/2". Journeyman said we go all the way 1" pass the water heater, 3/4" up to the branch and 1/2" to branches. I am confused because on the book, we should be able to just reduce from 1" to 3/4" right at the supply before the hose bib and run 3/4" all thru the crawlspace and 1/2" in branches
