Hot motor

My Gould's pump motor is hot to the touch and not running but I can spin the shaft freely is my motor fryed?

Is that a jet pump?

Is there a hump on the motor housing?

Jet pump motors run so hot you can't touch them, but that is normal. The "hump" on the side covers a starting capacitor and it maybe bad if the pump will not start. It could also be the centrifugal start switch in the motor, as both of those things are destroyed from the pump cycling on and off too much.
