Horizontal vent off drain

Can I go horizontal in joist bay with a vent off 2 inch drain for a couple feet to get to the wall and go vertical to tie into main stack if i put an access panel with a cleanout at the height it ties into vent stack? My understanding is it would be fine and considered a wet vent if i say, put a hand sink, where it goes vertical.
