Furnace polarity Reversed?

Working on a IPC furnace from 2006. I keep getting ERROR code 10, polarity reversed. Nothing has been done to the electical, I tested the incoming power and its good and properly grounded. From what I understand it can only be a bad transformer or board. So I ordered both. Anything else it could be?
The light on the board gets an odd flickering too.
