Draw rod tightness on 1959 AS boiler

Hello, I have a 1959 American Standard boiler. I removed the outer covers and cleaned the soot from the heat exchanger(?). I think that’s right. But anyway, I noticed the 2 draw rods (3/8”x19.5” long each) had broken. It looked like it’s been awhile. I bought some 3/8” all thread to replace. Question, how tight should the bolts be?

Just snug do get big on it. 64 year old boiler its not going anywhere. Between the sections it has push nipples a smooth taper on both ends. Draw rods probably been broke for years due to expansion and contraction. Different brand same same thing different size.

Snug like finger tight plus a 1/4 to 1/2 turn of nut? Thanks for your help btw
